4,000 watch hours in twelve months is easier to reach with a few long videos people finish than with many short ones they don't. The arithmetic favours depth, not frequency.

What the threshold actually requires
The Partner Programme asks for 1,000 subscribers and 4,000 valid public watch hours over the previous twelve months — or 10 million Shorts views in ninety days, which is a separate and much harder door. Watch hours are the realistic path for most channels.
Four thousand hours is 240,000 minutes. That sounds enormous until you convert it: one 12-minute video that 20,000 people finish is 4,000 hours on its own. The threshold isn't about volume of uploads. It's about total minutes held.
Why long-and-finished beats short-and-many
Ten videos of three minutes, each watched halfway by a thousand people, is 250 hours. One twenty-minute video watched to 60% by the same ten thousand people is 2,000. Same audience, eight times the progress.
This inverts the usual advice. For reach, shorter is safer. For the watch-hour threshold specifically, length is the multiplier — provided people stay. A long video nobody finishes is worse on both counts.
The twelve-month window is a moving floor
Hours expire. A channel that earned 3,000 hours eleven months ago and stalled is losing ground every day, and can spend a year approaching the line without crossing it.
The practical reading: momentum matters more than total history. A concentrated push over a few months clears the threshold more reliably than the same effort spread over two years.
Search-driven topics outperform trend-driven ones
A video tied to a trend earns its hours in the first two weeks and then stops. A video answering a question people search year-round keeps accumulating, and those hours land inside every future twelve-month window.
For a channel specifically chasing the threshold, that difference compounds. Tutorials, comparisons, explanations and reviews all share the property of being searched for indefinitely.
About buying watch hours
Watch hours can be delivered, and they do count toward the number YouTube displays. What they don't do is make the channel monetisable on their own — review is manual and human, and a channel whose watch time doesn't match its subscriber base, comment activity or retention graph is exactly what that review looks at.
Where purchased hours genuinely help is closing a gap: a channel with real audience, real retention and 3,600 hours that needs the last 400 before the window rolls. Used to manufacture the whole 4,000 on an empty channel, the money is spent on a number that won't survive the review.
